§ 151.09 FOUNDATION AND FINAL GRADING SURVEY.
   (A)   Foundation survey.
      (1)   Immediately after the installation of a foundation and footings for new buildings and prior to requesting an inspection of the same, the person who applied for, or obtained the building permit (or his or her designee), shall submit to the Chief Building Official two copies of a plat of survey of the property (herein referred to as “foundation survey”) for which the permit was issued bearing the certificate of a registered surveyor.
      (2)   The foundation survey shall include the exact location and elevations of the foundation and footings in relation to the lot lines, and bear the registered surveyor’s certificate that the foundation and footings are in compliance with all village ordinances and regulations applicable hereto. These elevations shall be referenced to benchmark datum established on village approved for construction site plans which include the lot.
      (3)   Construction activity shall not proceed until the foundation survey has been received and approved by the Chief Building Official, and deemed to be in substantial conformance with the plans approved as part of the building permit, and, if applicable, in substantial conformance with plans approved by action of the Village Board for development of the property. The Chief Building Official shall mark both copies of the foundation survey as approved, and return one copy to the person who applied for, or obtained the building permit (or his or her designee) to keep available for inspection at the construction site. The other copy shall become part of the building permit records. If this survey indicates an error in setback requirements for said parcel or top of foundation elevation, all work on the building shall be halted until such time as said error is corrected. A tolerance of four inches plus or two inches minus shall be allowed on the foundation elevation.
      (4)   The survey shall provide a note stating “ALL SURVEY ELEVATIONS ARE REFERENCED TO BENCHMARK DATUM (insert site plan benchmarks with elevations) ESTABLISHED ON VILLAGE APPROVED FOR CONSTRUCTION SITE PLANS FOR (insert site plan title)”. In the absence of such benchmarks, a note stating “ALL SURVEY ELEVATIONS ARE REFERENCED TO NAVD88 DATUM” must be provided.
   (B)   Grading survey.
      (1)   Prior to the issuance of a final occupancy permit, the person who applied for, or obtained the building permit, shall submit to the Chief Building Official two copies of a plat of survey of the property (herein referred to as “final grading survey”) for which the permit was issued bearing the certificate of a registered surveyor.
      (2)   The survey shall be required after the lot has been final graded and topsoil is in place. This survey shall be a topographic survey by a registered land surveyor of the state depicting final grade spot elevations at all lot corners and at all high and low points of each lot line between corners of the lot and at all locations of spot elevations shown on the approved grading plan and at all rim elevations of storm, water, or sanitary sewer structures located on the property. These elevations shall be referenced to benchmark datum established on village Approved for Construction site plans which include the lot.
      (3)   The survey shall be accompanied by a final grading survey certification completed by the surveyor certifying that the elevations were taken on topsoil, are true and accurate results of said survey, and conform to the approved grading plan. Forms for this certification are available from the Building Department.
      (4)   The survey shall provide a call out for overland flood routes located on the lot.
      (5)   The survey shall provide a note stating “ALL SURVEY ELEVATIONS ARE REFERENCED TO BENCHMARK DATUM (insert site plan benchmarks with elevations) ESTABLISHED ON VILLAGE APPROVED FOR CONSTRUCTION SITE PLANS FOR (insert site plan title)”. In the absence of such benchmarks, a note stating “ALL SURVEY ELEVATIONS ARE REFERENCED TO NAVDS8 DATUM” must be provided.
