Any person, firm or corporation who violates, disobeys, omits, neglects or who resists enforcement of any of the provisions of this chapter, including provisions adopted by reference, or who refuses to remedy a violation of any such provision or to remedy violations of this chapter shall be fined as provided by this Village Code. In addition, if alarm users do not pay any false alarm fine as provided by this chapter such false alarm fine shall be considered the minimum fine to be imposed by a court of competent jurisdiction.
