§ 111.04 APPEALS FROM THE DECISIONS OF THE LIQUOR COMMISSION LIMITED TO REVIEW OF THE RECORD.
   (A)   In all hearings before the Liquor Commissioner or such other person duly appointed by the Commissioner there shall be present a certified court or shorthand reporter. The reporter shall transcribe the proceedings and maintain a record of the proceedings.
   (B)   All appeals from the decisions, opinions or orders of the Liquor Commissioner or such other person appointed by the Commissioner shall be made to the Illinois Liquor Control Commission. Any such appeal shall be limited solely to a review of the official record of the proceeding.
