§ 31.53 POWERS AND DUTIES.
   (A)   The Village Administrator shall be the chief administrative officer of the village and shall be responsible to the President and the Board of Trustees for the proper administration of the day-to-day business affairs of the village.
   (B)   The Village Administrator shall have the following powers and exercise these specific duties as follows:
      (1)   Personnel. It shall be the duty of the Village Administrator to direct, control, supervise and coordinate all village departments and divisions thereof as may be created by the Board of Trustees with the exception that the technical supervision of the Police Department shall be provided by the Chief of Police. He may recommend to the board of Trustees the appointment of all officers, department heads and employees of the village, except police personnel. He may further recommend the discipline, suspension of up to 15 days or removal of any nonpolice officer or nonpolice employee when such discipline, suspension or removal shall be consistent with the best interests of the village. All recommendations for appointment, discipline, suspension or removal shall be based on merit and qualifications or disqualifications of such officer or employee without regard to political belief or affiliation. He shall recommend to the Board of Trustees the salaries, wages, hours and conditions of employment of all officers and employees under his jurisdiction. Nothing herein shall limit or take away from the Board of Trustees the final decision as to whom shall be employed, suspended or removed or as to the amount of any salaries or wages.
      (2)   Annual financial and administrative report. The Village Administrator shall prepare or be responsible for and submit to the President and Board of Trustees within 60 days of conclusion of each fiscal year a complete report of the financial and administrative activities of the village for the preceding fiscal year.
      (3)   The annual budget, appropriation and levy ordinances. The Village Administrator shall prepare or cause to be prepared on or before February 1 of each year an annual budget and shall submit the budget to the President and Board of Trustees together with a message outlining its important features. He shall be responsible for its administration after adoption provided that nothing herein shall limit the duties and responsibilities of the Village Treasurer as provided for in state statutes and the ordinances of the village. The Village Administrator shall also prepare and file each year the annual appropriation ordinance and the levy ordinance.
      (4)   Signatory on Bank Accounts. The Village Administrator shall be designated as one of the signatories on all bank accounts of the village.
      (5)   Purchases. The Village Administrator shall purchase all materials, supplies and equipment for which funds are provided in the budget provided that no purchase shall be made, contract let or obligation incurred for any item or service which exceeds the current budgeted amount without a supplemental appropriation by the Board of Trustees. The authority of the Village Administrator to authorize purchase orders or contracts or expend the funds of the village shall be limited to $10,000. The Village Administrator shall make recommendations to the President and Board of Trustees as to whether a bid or contract officer is desirable or undesirable or which of several contracts or bids submitted to the village is the most desirable.
      (6)   The absence or vacancy of the Treasurer. The Village Administrator during any period of absence or vacancy of the Village Treasurer shall immediately assume the duties and exercise the full powers of the office as provided for in the village ordinances and state statutes. In no event shall the Village Administrator be required to obtain a bond in his capacity as acting Treasurer if at the time of the exercise of such duties he has a bond in effect in an amount not less than the amount provided for in § 31.55.
      (7)   Village property. The Village Administrator shall keep a current inventory of all real and personal property of the village and the location of such property. He shall be responsible for the care and custody of all village property which is not by statute or ordinance assigned to some other officer or body for care and control.
      (8)   Recommendations and advice. The Village Administrator shall recommend to the Board of Trustees the adoption of such measures as he may deem necessary or expedient. He shall advise the Board of Trustees of the monthly financial condition of the village and the future financial needs of the village and make such recommendations as he deems appropriate.
      (9)   Attendance at meetings. The Village Administrator shall be required to attend all the regular and special meetings of the Board of Trustees unless expressly excused by the President or the Board of Trustees. He shall direct the preparation of the agenda for each such meeting. He shall present a report at each regular monthly meeting and be prepared to answer any questions regarding the administration of the village.
      (10)   Pending legislation. The Village Administrator shall report to and consult with the President and Board of Trustees with respect to pending and recommended legislation.
      (11)   Enforcement of ordinances. The Village Administrator shall assure that all village ordinances are effectively enforced, prepare correspondence needs to direct or document village business decisions and assist any citizens, outside agencies, developers, local community groups, utility companies and the like and village staff in resolving governmental or operation problems, bringing important matters to the attention of the Board of Trustees.
      (12)   Economic development. The Village Administrator shall promote and assist the economic development and the controlled planned growth of the village.
      (13)   Village spokesperson. The Village Administrator shall appear before citizen groups and other organizational meetings, make speeches, attend ceremonial functions, and serve as a spokesperson for the village in situations of mutual interest and concern with neighboring municipalities as well as with federal and state agencies.
      (14)   Investigation of complaints. The Village Administrator shall investigate all nonpolice department complaints and inquiries in relation to matters concerning the administration of the government of the village and services maintained by the public utilities in the village and shall see that all franchises, permits and privileges created by the village are faithfully observed.
      (15)   General duties and powers. The Village Administrator shall perform such other duties and have such other powers as prescribed from time to time by the President and Board of Trustees, including, but not limited to, what is set forth on the Village Administrator job description attached to Ordinance 1777 and incorporated by reference as if set forth in full herein.
