The Village Administrator shall be appointed by the Village President with the advice and consent of the Board of Trustees for an indefinite term on the basis of executive and administrative qualifications without consideration of race, age, color, handicap, national origin, sex, politics or religious beliefs with special reference to education and actual experience in, or knowledge of, accepted practice in respect to the administration of local government and to the powers and duties of the office as specified below. At the time of his appointment, he need not be an actual resident of the village provided that he becomes a resident of the village within one year following the date of his appointment.
