§ 31.30 DUTIES AND RESPONSIBILITIES.
   The Village Clerk shall be elected to a four-year term to run concurrently with that of the Village President. The Village Clerk shall attend all meetings of the Corporate Authorities and shall be the clerk thereof, and shall keep a full and complete record of its proceedings, in the journal. The Village Clerk shall seal and attest all contracts and ordinances of the village and all licenses, permits and other documents requiring such formality. The Village Clerk shall be the Village Collector and shall keep accounts showing all monies received, the source and disposition of same, and all other accounts and reports required by ordinance or statute; shall forthwith turn over all money received for or on behalf of the village, to the Village Treasurer with a statement of the source thereof. The Village Clerk shall publish, when required by law, and keep a record of all ordinances and other documents which are required to be kept and preserved by statute, and shall also keep a register or record of all licenses or permits issued and payments therefor, a record of all officers and employees of the village, and all other such records as may be required by order of the Corporate Authorities or by ordinance or by statute. The Village Clerk shall be custodian of the official village seal and shall also be custodian of all documents not otherwise assigned to another office. The Village Clerk shall properly index all documents and records in custody for easy access and use thereof and shall perform such other duties and services from time to time as may be required by the statute, ordinance or order of the Corporate Authorities. The Village Clerk may delegate such of the foregoing duties above as may be delegated by law.
