§ 32.150 ESTABLISHED; DUTIES.
   (A)   Established. A Community Events Council is hereby established.
   (B)   Composition of Council. The Community Events Council shall consist of nine residents of the village and one of the positions shall be filled by the Community and Legislative Affairs Trustee, who shall be a liaison between the village and the Council.
   (C)   Appointments to Council; Terms.  
      (1)   Appointments. The President of the village with the advice and consent of the Board of Trustees shall appoint all members to the Council.
      (2)   Terms. All terms on the Council shall be for a one-year period. Council members shall serve until their successors are appointed and qualified.
   (D)   Organization; meetings.  
      (1)   Quorum. A majority of the members of the Council then holding office shall be required to conduct its business.
      (2)   Minutes. The Council shall take and prepare complete and accurate minutes of its meetings and shall distribute and make copies of those minutes to the Village President and Board of Trustees.
      (3)   Meetings. The Council shall meet at least monthly at Village Hall. At least four days notice is required to all Council members before any special meeting.
   (E)   Duties. The Council shall be advisory and its duties shall include:
      (1)   To set and carry out specific community events.
      (2)   To develop a budget for such event to be approved by the President and Board of Trustees.
      (3)   To promote an exchange of ideas between the Village and its residents relative to the type and number of events to be held.
      (4)   To participate in such events as may from time to time be requested by the Village Board.
      (5)   To offer the Village Board suggestions and ideas or events for the betterment of the village.
