All cutting and excavation across or along a street, alley or highway shall be made in a manner so as to allow at least one single lane of vehicle traffic at all times along the site of the cutting or excavation. All cuttings or excavations shall at all times be properly fenced, barricaded or guarded and at night shall be lighted to prevent injury to any persons and damage to any vehicles or other personal property.
