Upon the receipt of each application for such cutting or excavation, the Village Clerk shall send a copy of the application and the plans and specifications submitted therewith to the Village Engineer for his review and recommendation. He shall inform the village of the maximum possible damage which may result to the street, alley or highway and the improvements necessary to repair said street, alley or highway.
