Each person desiring to cut or excavate within the right-of-way of any such public street, alley or highway shall file an application for a permit to do so with the Village Clerk. The application shall be accompanied with engineering plans and specifications for such cutting or excavation sufficiently detailed to enable the Village Engineer to evaluate such request and the possible effect or damage to such right-of-way and the public improvements therein. The application shall be accompanied with a nonrefundable fee in the sum of $100.
