The Director of Roads and Drainage, or his representative, shall make an inspection of the site of the culvert to be installed, enlarged, constructed, altered, repaired or removed prior to the issuance of the permit herein provided for, and shall make such additional inspections as may be necessary and reasonable during the operations for which the permit is issued and shall make a final inspection of the same after the installation, enlargement, alteration, construction, repair or removal provided for in the permit shall be completed. In the event that such installation, enlargement, alteration, construction, repair or removal of any culvert is not done in reasonable compliance with the application in a good and workmanlike manner so that the same shall operate properly, the person to whom such permit is issued shall make such alterations as may be required to cause conformance with the application so that the same exists in good operating condition.
