§ 31.20 DUTIES AND RESPONSIBILITIES.
   The Village President shall be elected for a four-year term and is the Chief Executive Officer of the village. He shall perform all of the duties which are prescribed by law and municipal ordinances, and he is required to see that said laws and ordinances are faithfully executed. He shall keep the Board of Trustees informed on matters pertaining to the public affairs of the village. No action by the Village President shall be effective to bind the village unless approved by the Corporate Authorities where required by law. The Village President shall appoint, with the advice and consent of the Board of Trustees, such other officers, standing committees, commissions and boards as prescribed by law and municipal ordinances that may be necessary to the health, welfare and safety of the village. The President and Board of Trustees, voting together shall elect one member of the Board of Trustees to the position of President Pro Tem. The Trustee so elected President Pro Tem shall serve as President when circumstances arise which, in accordance with the provisions of the Illinois Revised Statutes, would so necessitate. The President and Board of Trustees may at any time, for any reason whatever, remove said President Pro Tem and elect another member of the Board of Trustees to said position. The election to the position of President Pro Tem shall take place following each public election.
