If the owner or occupant of improved premises does not cut and remove the weeds or plants within the ten-day period, the Director of Development may proceed to have the weeds cut and removed at the expense of the village with the cutting and removal charges and expenses charged to and paid by the owner. The Director of Development may have weeds cut and removed on unimproved premises at any time when a violation exists at the expense of the village with the cutting and removal charges and expenses charged to and paid by the owner.
