Whenever any nuisance exists or shall be found on any premises within the village, whether such nuisance is one specifically recognized by ordinance or not, the President is hereby authorized, in his discretion, to cause the same to be summarily abated in such manner as he may direct and at the expense of the party permitting or maintaining said nuisance.
