It shall be unlawful to permit any dog to run at large in the village at any time. Dogs which are on any street, alley or sidewalk, any other public place, or private property without the permission of the property owner and not being held by its owner or custodian securely on a leash shall be deemed to be running at large. Dogs which are running at large may be taken up and impounded by the Police Department.
