§ 156.003 METHOD IN WHICH PURPOSES TO BE FULFILLED.
   (A)   In order that the purposes of this chapter may be fulfilled, conditions, regulations and requirements are set forth in this chapter:
      (1)   To regulate and limit the height and bulk of buildings hereafter to be erected;
      (2)   To establish, regulate and limit the building on set-back lines on or along any street, trafficway, drive, parkway or storm or floodwater runoff channel or basin;
      (3)   To regulate and limit the intensity of the use of lot areas, and to regulate and determine the area of open spaces within and surrounding buildings;
      (4)   To classify, regulate and restrict the location of trades and industries and the location of buildings designed for specified industrial, business, residential and other uses;
      (5)   To divide the entire municipality into districts of such number, shape, area, and of such different classes (according to use of land and buildings, height and bulk of buildings, intensity of the use of lot ares, area of open spaces, or other classification) as may be deemed best suited to carry out the purposes of this chapter;
      (6)   To fix standards to which buildings or structures therein shall conform;
      (7)   To prevent additions to and alteration or remodeling of existing buildings or structures in such a way as to avoid the restrictions and limitations lawfully imposed under this chapter; and
      (8)   To prohibit uses, buildings or structures incompatible with the character of such districts.
   (B)   This chapter also, to fulfill its purpose, provides conditions, regulations and requirements:
      (1)   To protect the character and the stability of the residential, business and manufacturing areas and to promote the orderly and beneficial development of such areas;
      (2)   To provide convenient access to properties;
      (3)   To provide for off-street parking and loading facilities;
      (4)   To protect against noise, vibrations, noxious fumes, explosion hazards and other undesirable industrial and commercial hazards;
      (5)   To prevent the overcrowding of land and undue concentration of structures;
      (6)   To provide for the elimination of nonconforming uses of land, buildings and structures, which are incompatible and adversely affecting the character and value of desirable development in each district;
      (7)   To define and limit the powers and duties of the administrative officers and bodies as provided herein;
      (8)   To provide for the obtaining of permits and certificates; and
      (9)   To prescribe penalties for the violation of the provisions of this chapter.
