(A) No person other than a duly authorized agent of the village shall turn on the supply of water to any premises from which the supply of water has been turned off by the village.
(B) In the event that water service to any premises has been turned off for any reason, other than for maintenance and repairs, then, prior to such water service being again turned on, the person requesting restoration of service shall pay to the village a turn-on fee in the amount set forth in Schedule A.
