§ 52.080 CONNECTION.
   (A)   A connection charge in the amount set forth in Schedule A (§ 52.140) and established from time to time by the village, shall be paid to the village prior to connection to the system.
   (B)   The village reserves the right to refuse connection to the system if, in its sole determination, there is insufficient transmission capacity in the system to properly meet the needs of the proposed use, or if the proposed use is such that allowing the connection would impair the system capacity to other users of the system.
   (C)   The services of the system are furnished to the respective premises by the village only upon the condition that the owner of the premises, the occupant therefor and the user of the service are jointly and severally liable thereof to the village.
