If after the water service has been turned on to any building, structure or premises it is found by any employee or agent of the village that fraudulent representations have been made by the applicant for such water service and that water is being used in or upon such building, structure or premises for purposes not set forth in the application made for such service, or that there is willful or unreasonable use or waste of water, the Director shall have the authority to turn off and stop the supply of water to such building, structure or premises forthwith, as herein provided, and the supply shall not be turned on until such time as all regulations and ordinance violations have been corrected.
