(A) The builder or other such person to whom a building permit has been issued shall be responsible for the payment of any and all water charges up to and including the time that an occupancy permit is issued for the premises.
(B) No occupancy permit shall be issued for any premises at which there is an outstanding water charge balance. The water meter at any location for which an occupancy permit is requested shall be read on the day for which issuance of occupancy permit is desired. Any water charges then due shall then be paid in full prior to issuance of an occupancy permit.
