Where water is supplied through two or more meters to one customer, or to two or more premises owned by any one person, in no instance will readings be combined. All readings and billings shall be on a per meter basis. The village will not recognize a secondary or subtraction meter, nor will it render any bill or bills on the same. Water will always be charged against the property as registered by the primary water meter.
