§ 52.046 LOCATION AND INSTALLATION; REMOTE READERS AND PHONE JACKS.
   (A)   Water meters shall be located at such places within the premises to be served, in the manner and in accord with such specifications as the Director shall direct. Such meter locations shall be so situated as to prevent freezing of water flowing through such meters.
   (B)   A full port ball valve shall be placed on each side of the meter for two inch or smaller water service. A gate valve shall be placed on each side of the meter for services larger than two inches.
   (C)   An RJ-11 telephone jack, furnished by the water user, shall be installed within 18 inches of the water meter for the purpose of connecting the meter to the water user's phone system. The water user shall be responsible for operation and maintenance of the phone jack and line. The phone line shall at all times be functioning. At such time, when the meter is replaced with a radio read meter, the water user will no longer be required to maintain the phone jack and line. As of November 6, 2006, new construction will no longer be required to furnish a phone jack or maintain an active phone line.
   (D)   All persons shall be required to install the water meter or meter spread in a location which is readily accessible to meter readers.
   (E)   The term READILY ACCESSIBLE as used in division (D) of this section shall specifically exclude crawl spaces, underneath porches or stoops and all other areas or locations requiring a meter reader to climb, crawl or stoop, except by the traversing of steps in and out of full height basements. Similarly, all such meters, whether located in full height basements or otherwise, shall be placed a minimum of four feet off the floor and further shall be so placed and unobstructed so that it will not be necessary for the meter reader/service person to move boxes, cartons, cabinets, tables, appliances, water softeners or other similar objects obstructing the reader's accessible view of the face of the meter for reading and necessary repairs.
