**For a water tap size over six inches, the connection charge shall be established by the President and Board of Trustees.
 
      (4)   Connection charges shall be increased 3% annually beginning May 1, 2010.
   (D)   Basic user charge:
      (1)   Account charge per account   $5.00
      (2)   During months of June through August for each 1,000 gallons as metered and averaged for the previous months of November through January   $5.24
      (3)   During the months of September through May for each 1,000 gallons of metered water   $5.24
      (4)   The rate per 1,000 gallons shown above shall be increased by 3% on May 1 of every year beginning in 2012. In addition to the above 3% increase, the rate per 1,000 gallons shall be increased by an additional 5% on May 1 in 2014, 2015 and 2016.
      (5)   If the Director of Public Works determines that an account exhibits a water usage profile where the application of divisions (2) and (3) above would result in clear overcharging or undercharging for sewer usage, the service charge shall be based on the actual volume of water metered during the billing cycle.
