The powers and duties of the PZC shall include the following:
(A) To hear and consider appeals taken from a decision of the Building Inspector; and
(B) To hear and consider applications for variations of uses from the Zoning Ordinance; and
(C) To prepare and recommend to the corporate authorities a comprehensive plan for the present and future development or redevelopment of the village; and
(D) Recommend to the corporate authorities ordinances to implement the comprehensive plan; and
(E) Recommend to the corporate authorities from time to time changes in the official comprehensive plan; and
(F) Prepare and recommend to the corporate authorities from time to time plans for specific improvements in furtherance of the official comprehensive plan; and
(G) Give aid to the village officials charged with the direction of projects for improvements embraced within the comprehensive plan to further the making of these projects, and, generally, to promote the realization of the official comprehensive plan; and
(H) Recommending to the corporate authorities reasonable requirements governing the location, width, course and surfacing of public streets and highways, alley ways for public service gutters, facilities, curbs, sidewalks, streetlights, parks, playgrounds, school grounds, size of lots to be used for residential purposes, storm water drainage, water supply and distribution, sanitary sewers and sewage collection and treatment; and
(I) Prepare and recommend to the corporate authorities schemes for regulating or forbidding structures or activities which may hinder access to solar energy systems necessary for the proper functioning of solar energy systems; and
(J) Hold hearings on petitions for reclassification of zoning districts and for amendments to the zoning ordinance and to make recommendations on such petitions and amendments to the corporate authorities; and
(K) Make recommendations to the corporate authorities regarding the subdivision ordinance and to review all plats of subdivision and site plans for development and make recommendation to the corporate authorities on such plats and site plans; and
(L) Review all annexation and disconnection proposals and submit recommendations to the corporate authorities with regard to such proposals and recommend a zoning classification for such land upon annexation; and
(M) Hear, consider, and make recommendations to the corporate authorities on applications for and petitions for revocation of planned unit developments; and
(N) Rear, consider, and make recommendations to the corporate authorities on applications for and petitions for revocation of special use permits; and
(O) Exercise such other powers and duties germane to the powers and duties granted by state statutes and this chapter as may from time to time be conferred on the PZC by the corporate authorities.
