In the event the costs incurred by the village for the removal of any garbage or debris from private property, pursuant to the terms of this subchapter, are not paid by the owner or owners of said real estate within 18 months from the date of the filing of the notice of lien therefor, the Village Clerk shall advise the Board of Trustees of the same to enable it to designate whether foreclosure of the lien for the same should be commenced.
