In the event the owner or owners of any real estate from which garbage and debris has been removed, pursuant to the provisions of this subchapter, fails to pay the cost thereof within 15 days after posting of the bill for the same, the Village Clerk shall cause a notice of lien to be filed in the office of the County Recorder of Deeds, which notice shall consist of a sworn statement setting out a description of the real estate sufficient for identification thereof; the amount of money representing the cost and expenses incurred or payable for the service; and the date or dates when such cost and expense was incurred by the village.
