The village employees removing garbage and debris from any private property, pursuant to the provisions of this subchapter, shall designate in writing to the Village Clerk the reasonable cost incurred in the removal of the same. The Village Clerk shall then bill the owner or owners of said real estate for the reasonable cost of the removal of said debris, posting the same by United States mail.
