Upon such direction the Village Clerk shall give written notice by United States mail to the owner or owners of the property upon which garbage or debris exists; and in the event that the name of the owner or owners of said property is unable to be determined, the Clerk shall give such notice to the last assessee of the general real estate taxes on said real estate.
