3-2-22: ASSIGNMENT OF CONTRACT BY BIDDER PROHIBITED:
No public construction contract shall be assignable by the successful bidder without written consent of the city council, evidenced by resolution. In no event shall such a contract be assigned to a bidder who was declared by the city not to be a responsible bidder in the consideration of bids received for the particular contract. (1985 Code § 7-323)
