2-3-3: DIRECTOR OF EMERGENCY MANAGEMENT:
   A.   Department Head; Responsibilities: The director of emergency management shall be the executive head of the department of emergency management, and shall be responsible for carrying out the emergency management program of the city. (1985 Code § 13-303; amd. 2003 Code)
   B.   Compensation: For fiscal year 2015-2016, the director shall receive such compensation as was budgeted for the position by the city council. Commencing with fiscal year 2016-2017 and each fiscal year thereafter, such compensation shall be as approved and budgeted by the city council. (Ord. 2015-10, 12-8-2015)
   C.   Powers And Duties:
      1.   It is the duty of the director of emergency management, as soon as practicable after his appointment, to perfect an agency to carry out the purposes set forth in this chapter.
      2.   The director shall have all necessary power and authority to form committees or other bodies and to appoint and designate the chairman or chief officer of such bodies as may be necessary to perfect such an agency.
      3.   The director shall have such further duty and responsibility to cooperate with all emergency management agencies of other governmental units, including the state and federal government.
      4.   The director shall be an officer of the city and shall have the power necessary to enforce the duties provided in the chapter. (1985 Code § 13-303; amd. 2003 Code)
   D.   Formulate Plans; Gather Information: The director of emergency management is further authorized to formulate written plans and gather information and keep written records thereof to govern the functions of the emergency management agency. He may carry out plans with the state officials of emergency management in cooperating with the federal government and to make available to the city and county program the benefits of public law 85-606, subject to the approval of the city council, the county, and emergency management committee.
