Except as permitted by chapter 7 of this title, it shall be unlawful for any person, firm or corporation to sell to any other person, firm or corporation any lot, parcel, tract or block of land to be used for other than agricultural purposes, regardless of the size or shape of said lot, parcel, tract or block, unless such lot, parcel, tract or block of land abuts on a public street or road for the distance required by the zoning regulations pertaining to the zoning district in which such lot, parcel, tract or block of land is situated.
