11-12-6: OFF STREET PARKING AND LOADING REQUIREMENTS:
   A.   Schedule: Off street parking and loading facilities shall be provided in all districts in accordance with the following schedule:

Convention hall, lodge, club, library, museum, place of amusement or recreation
 
1 parking space for every 50 square feet of floor area used for assembly or recreation
Dwelling
 
2 parking spaces for each separate dwelling unit within the structure, excluding garages
Hospitals
 
1 space for every 4 patient beds, exclusive of bassinets, plus 1 space for each staff or visiting doctor, plus 1 space for every 3 employees including nurses, plus adequate area for the parking of emergency vehicles
Industrial establishments
 
Adequate area to park all employees' and customers' vehicles at all times and adequate space for loading, unloading and storing all vehicles used incidental to or as a part of the primary operation of the establishment
Medical or dental clinics or offices
 
5 spaces per doctor, plus 1 space for every 2 employees
Office building
 
1 parking space for every 300 square feet of gross floor area in the building, exclusive of the area used for storage, utilities and building service
Places of worship
 
1 space for every 40 square feet of floor area in the sanctuary or chapel
Sanatoriums, convalescent or nursing homes
 
1 space for every 6 patient beds, plus 1 space for each staff or visiting doctor, plus 1 space for every 2 employees, including nurses
Theaters
 
1 space for every 40 square feet of floor area for the audience.
 
   B.   Other Uses; Determination: For all uses not covered in subsection A of this section, the planning commission shall make a determination of the parking demand to be created by the proposed use, and the amount of parking thus determined shall be the off street parking requirement for the permitted use, except that no off street parking shall be required for existing uses and buildings located in the area bordered by Allison Street on the east, Steele Street on the west, Sixth Street on the north, and Fifteenth Street on the south. As a guide, places of worship in all districts, and all other places of public assembly (such as theaters) in all districts except C-2, and all commercial uses in districts except C-2, shall create and thereafter maintain adequate on site parking to accommodate the anticipated crowd that will be attracted to the facility on the busiest day of the week, during an average week of programs or assemblies. Provided it is not a violation of this section if an overflow crowd assembles fewer than six (6) calendar weeks per year, even if the overflow is predictable, due to annual or special events.
