A. Schedule: Off street parking and loading facilities shall be provided in all districts in accordance with the following schedule:

B. Other Uses; Determination: For all uses not covered in subsection A of this section, the planning commission shall make a determination of the parking demand to be created by the proposed use, and the amount of parking thus determined shall be the off street parking requirement for the permitted use, except that no off street parking shall be required for existing uses and buildings located in the area bordered by Allison Street on the east, Steele Street on the west, Sixth Street on the north, and Fifteenth Street on the south. As a guide, places of worship in all districts, and all other places of public assembly (such as theaters) in all districts except C-2, and all commercial uses in districts except C-2, shall create and thereafter maintain adequate on site parking to accommodate the anticipated crowd that will be attracted to the facility on the busiest day of the week, during an average week of programs or assemblies. Provided it is not a violation of this section if an overflow crowd assembles fewer than six (6) calendar weeks per year, even if the overflow is predictable, due to annual or special events.
