10-11-12: CHAINLINK FENCE:
All pumps, tanks and equipment used in the operation of a completed well shall at a minimum, be enclosed on all sides by a chainlink fence six feet (6') high with steel posts, with four (4) strands of barbed wire above such fence. The council may require more stringent fencing in areas near city improvements or areas developed for residential or commercial use. During drilling operations, a watchman shall be maintained on the premises at all times who shall be charged with the responsibility of protecting the general public from any hazard resulting from the conduct of such drilling operations. If such watchman is not employed, then the entire well location shall be fenced as in the operation of a completed well. If the property at issue is later developed, any application to plat the property shall constitute an agreement by the developer to fence the well at developer's expense as required by the city council.
