In case there be applications filed with the city clerk and pending at the same time, for permits to drill in any one drilling area of the city, by more than one applicant, the application shall be granted, if otherwise sufficient, which shall be made by the person, association or corporation holding the greater area of the ground in the area, by lease or other contract with the owners, permitting the drilling thereon for oil or gas.
