10-4-4: CERTIFICATES OF REGISTRATION:
   A.   Registration Of Mechanical Workers:
      1.   It shall be unlawful for any person to engage in the business, trade, or occupation of a mechanical contractor, mechanical journeyman, or mechanical apprentice, by advertisement or otherwise, in the City unless that person is registered with the City and has purchased a current and valid certificate of registration issued by the City.
      2.   A contractor certificate of registration shall be issued only to those who have a valid Oklahoma State Department of Health contractor license. Each firm shall have a contractor employed full time who is responsible for the planning, contracting, supervising, or furnishing of labor and of materials used in the trade. A contractor may not have more than three (3) apprentices under direct "on the job" supervision.
      3.   A journeyman certificate of registration shall be issued only to those who have a valid Oklahoma State Department of Health journeyman license. A journeyman may not have more than three (3) apprentices under direct "on the job" supervision.
      4.   An apprentice certificate of registration shall be issued only to those who have a valid Oklahoma State Department of Health apprentice license. An apprentice shall be under the direct "on the job" supervision of a licensed and registered journeyman or contractor.
      5.   Each person registered as a contractor, journeyman or apprentice shall have such certificate of registration on his/her person while engaging in the work of a contractor, journeyman or apprentice.
      6.   Certificates of registration are nontransferable.
      7.   The provisions of this section shall not apply to property owners working on his/her owner occupied single-family residence.
      8.   Each contractor or journeyman certificate of registration shall be issued in one or more of the following categories:
         a.   Limited air conditioning: Entitles the certificate holder to work with equipment that has a cooling capacity of not more than twenty five (25) tons or three hundred thousand (300,000) BTU.
         b.   Unlimited air conditioning: Entitles the certificate holder to work with equipment of any capacity.
         c.   Limited heating: Entitles the certificate holder to work with equipment that has a heat input of not more than five hundred thousand (500,000) BTU or 143.5 kilowatts or a water temperature of not more than two hundred ten degrees Fahrenheit (210°F).
         d.   Unlimited heating: Entitles the certificate holder to work with equipment of any capacity.
         e.   Natural gas piping: Entitles the certificate holder to work with natural gas piping.
         f.   Process piping: Entitles the certificate holder to work with process piping.
         g.   Refrigeration: Entitles the certificate holder to work with refrigeration systems, including process piping.
         h.   Sheet metal: Entitles the certificate holder to work with sheet metal systems.
   B.   Expiration And Renewal; Fees:
      1.   Upon application to the city, the city shall register such applicants and issue the appropriate type of certificate of registration, after the applicant has complied with the laws of the state, ordinances of the city, and paid the applicable fees set by the city council by motion or resolution.
      2.   The registration shall expire on June 30 of each year. Persons desiring to renew their registration shall furnish the same evidence of compliance with state law and city ordinance and pay the applicable fees set by council by motion or resolution.
   C.   Revocation Of Registration; Hearing:
      1.   The city council, upon at least ten (10) days' notice and adequate opportunity for a public hearing, may suspend or revoke the certificate of registration of any contractor, journeyman or apprentice for violating any provision of any ordinance or regulation relating to the installation, maintenance or repair of mechanical equipment or registration of personnel.
      2.   A request for a public hearing may be presented to the city council by the code official or any aggrieved person. (Ord. 1997-10, 10-7-1997)
