A. Prohibition; Violation: It is unlawful for any unauthorized person, firm or corporation to dump in any premises within the city, on public or private property, any "garbage" or "refuse" as defined in this chapter, and every such act shall constitute an offense. Each day refuse is permitted to remain unlawfully in any alley, street, parking or elsewhere shall constitute a separate offense.
B. Contract For Removal Of Wet Garbage: The city council reserves the right and may enter into a contract with some suitable person or persons for the removal of wet "garbage" or "refuse", as defined herein, upon such terms and conditions as the council may prescribe. (1985 Code § 17-408)
