9-4-1: COLLECTION SERVICE DECLARED PUBLIC UTILITY:
The operation of the city's refuse collection service is hereby declared to be a public utility and a proper source of city revenues and expenditures for the upkeep and maintenance of the city's refuse collection service. (1985 Code § 17-401)
