Where a public potable supply of water is available within three hundred feet (300'), connection shall be made thereto and city supply shall be used exclusively; provided however on lots on one acre or more containing a single-family residence private water wells shall be allowed for purposes of watering lawns, trees, gardens, shrubs and the like. No private water well will be connected in any way to the city water supply. Prior to commencing drilling of a private water well, the owner shall obtain a written permit from the city and shall pay a permit fee as contained in title 1, chapter 10 of this code.
