9-2-9: NEW WATER CONNECTION:
   A.   Payment Of Tap Fee: A tap fee for a new connection to the city water system within the city limits shall be paid prior to the public works department making such connection.
   B.   Property Outside City Limits: Property located outside the city limits may be connected to the city water supply with the approval of city council. Owners of property outside the limits of any water district, or the owners of property not abutting on any main or submain water system, may connect their property with the public or district water system under such restrictions, regulations and charges and fees as the council may prescribe by motion or resolution.
   C.   Prior Notice; Plumbing Certificate: The request for a new water connection must be made at least forty eight (48) hours prior to the expected installation of the tap. No water connection shall be made to any premises which does not have an approved plumbing certificate on file with the building inspection official.
   D.   Connection For Irrigation Water:
      1.   Premises with a current water connection may, upon application and payment of the prevailing fee, receive another connection for the purpose of irrigating lawns, gardens and vegetation.
      2.   This connection will be known as a "lawn meter".
      3.   In no case will a property have only a lawn meter where there is a house or other habitable structure or any structure with sewer plumbing fixtures whether or not such fixtures are functional.
   E.   New Installation; Procedure:
      1.   After payment of the tapping fee and water deposit, the city will make the required water tap and set the meter and meter vault.
      2.   A licensed plumber shall install the customer service line from the meter to the house or other facility where water is to be used. In the event the tap is larger than two inches (2"), it shall be made by a licensed plumber and paid for by the customer. Provided, however, before any such tap is made, plans and location of tap must be approved by the city and a forty eight (48) hour notice shall be given before the actual tapping of the main line in order for city personnel to be present during the tapping operations.
      3.   At no time shall such a tap be made in the absence of city personnel.
      4.   It shall be the duty of the plumber to fill in the tapping pit to the satisfaction of the city.
      5.   The public works department or code enforcement officer shall cause the meter to be turned on and note the reading and date that water service is established.
   F.   Violation; Compliance Required:
      1.   Any person, whether as owner, plumber, servant, agent or employee, who shall make any connection to any city water main without having first secured a permit and paid the appropriate fees, as provided herein, shall be fined at the prevailing rate as set by city council.
      2.   A new water tap connection may be made only by the public works department or by private contractors with city supervision and inspection according to plans and specifications previously approved by the city. (5-3-2001)
