9-2-4: SYSTEM UNDER CONTROL OF PUBLIC WORKS:
   A.   Supervision And Control: The water system is under the supervision and control of the public works department of the city. The city manager is responsible to see that it is operated in a businesslike manner and in accordance with ordinance provisions and other policies adopted by the city council. Subject to such ordinance provisions and policies, the city manager may make reasonable regulations to govern the water system as may be necessary for efficient operations or as may be required by federal and state authorities that make rules and regulations for municipal water systems.
   B.   Water Meter Required: No person shall obtain any water from the city water system unless it is metered. The city shall own, operate, repair and replace all meters in the water system. Water meters shall be placed as near as possible and convenient to the curb or the property line of the property served. Meter locations shall be determined by the public works department. (5-3-2001)
