8-4-3: VEHICULAR TRAFFIC LAWS:
   A.   City And State Traffic Law Supplement: These rules are in addition to and supplement the city and state traffic laws which are in force and which are incorporated herein and made a part hereof.
   B.   Parking:
      1.   General Regulations: Vehicles shall not be left unattended in the event of the owner's arrest, nor be parked in violation of posted restrictions, or in such a manner as to obstruct or impede normal or emergency traffic movement or the parking of other vehicles, nor create a safety hazard or endanger any persons, facility or environmental feature. Vehicles so parked are subject to removal and impoundment at the owner's expense.
      2.   Time Limits: Parking any vehicle in any designated parking lot or parking area for a period of time in excess of twenty four (24) hours or past the posted closing time without obtaining prior written permission is prohibited, except vehicles registered to campers covered by camping fees.
      3.   Parking Unlawfully In Camping Area: Motor vehicles which are found parked in a campground area and are not registered to a campsite with a valid and current camping permit plainly displayed on the motor vehicle shall be considered unlawfully parked. (Ord. 1994-06, 11-1-1994)
   C.   Traffic Routes: No person shall operate any vehicle or ride any bicycle within any area except on such roads, streets, driveways, trails, paths and other such thoroughfares which are designated or posted for such purposes. No person shall drive around any barrier or gate which is across a road or trail or drive a motor vehicle or bicycle upon such barricaded or closed thoroughfare. Bicycles and vehicles of any type are prohibited on horse trails. There shall be no parking of vehicles or trailers on any unpaved areas not designated for parking.    D.   Operator's State Vehicle License: All vehicles and operators must possess a valid state motor vehicle license.
   E.   Vehicle Operation: Vehicles shall be operated only in accordance with posted restrictions and regulations and applicable federal, state and city laws.
   F.   Noise Or Smoke: In no area shall any person operate any motor vehicle that is producing an unusual amount of noise or smoke or in such a way as to create unnecessary noise or smoke from the motor vehicle.
   G.   Unnecessary Operation: No person shall operate any motor vehicle within any area except for necessary, direct transportation to or from his campsite or to and from a campsite or facility for which permission has been granted.
   H.   Right Of Way: The operator of a motor vehicle, bicycle or horse shall grant the right of way to all pedestrian crossings, streets, lanes or roads within any area. (Ord. 1994-06, 11-1-1994)
