The librarian shall submit an annual financial and statistical report to the mayor and city council and, if necessary, to the state department of libraries for each fiscal year ending June 30. The report shall include an accounting for monies received and expended and such other statistics about library use, collections and staff which may be deemed necessary to account for their trust, by July 31, of the same year.
