A. City Manager: The city manager shall appoint a librarian and shall recommend an annual budget to the city council. (1985 Code § 11-407; amd. 2003 Code)
B. Library Board:
1. The library board shall set the policies of the library to accept or decline gifts, and administer the expenditure of funds received from appropriations, gifts and grants.
2. The library board may contract for and receive funds available to it for library purposes from the United States, the state, and any agency or instrumentalities of these entities. (1985 Code § 11-407)
