8-2-3: LIBRARY BOARD:
   A.   Appointment; Compensation:
      1.   The Chandler public library shall be governed by a board of five (5) members appointed by the mayor with the approval of the city council. Appointments to the library board shall be made on the basis of ability, understanding of the total responsibilities and objectives of public libraries, and an active interest in the attainment of these goals.
      2.   All library board members shall serve thereon without compensation. (1985 Code § 11-403)
   B.   Terms: The board members shall hold office as follows: initial appointments shall be for one one-year term, two (2) two-year terms, and two (2) three-year terms. Subsequent appointments shall be for three (3) year terms except in the case of an appointment to fill a vacancy, which appointment shall be for the remainder of the unexpired term which is vacant. All terms of initial and succeeding appointees shall expire on April 30 of the designated year. (1985 Code § 11-404; amd. Ord. 1995-02, 5-1-1995)
   C.   Removal Of Members: Any board member may be removed by the appointing authority for misconduct, failure to attend board meetings, or other neglect of duty. (1985 Code § 11-405)
   D.   Officers, Rules: Immediately after the initial appointments, and annually thereafter, the library board members shall meet and organize by an election of one of their members as chairman, and by the election of such other officers as they deem necessary. They may adopt such laws, rules and regulations for their own guidance and for the government of the library as may be expedient and not inconsistent with this chapter and the laws of the state.
