No person, firm or corporation shall engage in the business of operating a taxicab, motorcar, automobile, motor bus or other vehicle for the purpose of transporting passengers for hire upon, over and through the streets, avenues, thoroughfares or other public places within the city limits without having first obtained a license to engage in such business from the city clerk.
