The provisions of this chapter shall not apply to or affect the following:
A. Persons acting pursuant to an order of a court of competent jurisdiction;
B. Persons acting in accordance with powers and duties as public officials;
C. Duly licensed auctioneers selling at auctions; and
D. Charitable organizations or persons when the proceeds from the sale are used directly for charitable purposes and the goods or articles are not sold on a consignment basis. (1985 Code § 9-411)
