3-2-31: PUBLIC BUILDINGS, SPECIFICATIONS FOR HANDICAPPED:
   A.   Facilities Required; Standards:
      1.   All plans and specifications for the erection of a public building by the city or for any building erected through the use of public funds, shall provide facilities for the handicapped. (1985 Code § 7-333)
      2.   Such facilities shall conform with the standards prescribed by the Americans with disabilities act (ADA). (1985 Code § 7-333; amd. 2003 Code)
      3.   Elevators shall be constructed and installed in the buildings to the extent deemed feasible and financially reasonable to the city.
      4.   After the effective date of this subsection A, any building or facility which would have been subject to the provisions of this section, but for the fact that it was constructed prior to the effective date thereof, shall be subject to the requirements of this section if: a) additions are made to such building or facility in any twelve (12) month period which increase the total floor area of such building or facility by twenty five percent (25%) or more; or b) if alterations or structural repairs are made to such building or facility in any twelve (12) month period which affect twenty five percent (25%) or more of the total floor area of such building or facility.    B.   Approval Of Plans And Specifications:
      1.   All plans and specifications for the erection of public buildings covered by subsection A of this section shall be submitted to the city council prior to bidding and awarding the contract.
      2.   Such plans and specifications shall be checked for compliance with this chapter, and no construction contract for any public building shall be awarded unless and until the plans and specifications are approved as being in compliance with this chapter by the city council.
