§ 51.01 OPERATING COSTS; REVIEW.
   (A)   The Clerk-Treasurer of the Town of Chandler shall on, or before the first day of March of each year after the enactment of this section, prepare and submit to the Town Council a comprehensive report of the costs of operation of the Town of Chandler Municipal Sewage Works, categorized to allow the review of the costs of each facet of the operation thereof.
   (B)   The Clerk-Treasurer of the Town of Chandler shall on, or before March 1 of each year after the enactment of this section, prepare and submit to the Town Council a comprehensive report of the income from the operation of the Town of Chandler Municipal Sewage Works, categorized to allow the review of the income from of each facet of the operation.
   (C)   (1)   The Town Council, in March of each year after the adoption of this section, shall commence and complete as timely as possible a review of the costs of operation of the Chandler Municipal Sewage Works and the income received therefrom.
      (2)   In performing its review hereunder, the Town Council shall utilize the services of the consultants and experts as it deems necessary to adequately discharge its duties hereunder.
      (3)   The Town Council shall make an affirmative determination annually, at the conclusion of the review herein directed, as to the need for any rate adjustment for the continued sound operation of the Municipal Sewage Works for the ensuing year.
   (D)   The Town Council after making the affirmative rate adjustment determination provided for in division (C) hereof, shall notify the billed customers of the determination on the billing statement following the making of its decision.
   (E)   This section shall be in full force and effect from and after the date of its passage.
