(A) As of the effective date of this subchapter, the Clerk-Treasurer of the town shall no longer have any duties or responsibilities for the billing and collection of the rates and charges for the town water utility, sewer utility, the storm water utilities, and the fire protection charges that are billed through the utility billing system of the town utilities.
(B) This subchapter shall have no effect or change to any of the statutory duties or responsibilities imposed upon the Clerk-Treasurer of the town under I.C. 36-5-6 except that the Clerk-Treasurer will not have responsibility for the collection of the utility rates and charges as set forth under I.C. 36-5-6-7(b).
(C) The Town Council shall establish accounting and reporting procedures for the Utility Clerk necessary to allow the Clerk-Treasurer of the town to perform the Clerk-Treasurer statutory duties under I.C. 36-5-6, excluding I.C. 36-5-6-7(b).
