The Storm Water Management Utility shall have the authority to:
(A) Accept applications and issue permits to install or replace driveway culverts and/or drainage pipes across the width of the property;
(B) Establish size, length, and other specification requirements for culverts; (applies to both new installations and replacements), the specifications, at a minimum, shall comply with the Town of Chandler Public Works Design Standards;
(C) Require drain basin inlets where pipe extends across the width of the property (minimum of two per lot);
(D) Condemn an existing driveway culvert and/or drainage pipe, that is damaged, clogged, improper size or made of non-compliant material, and require the property owner to either make acceptable repairs or replace same within the time frame as established below;
(E) Whenever possible, the Town of Chandler Utilities Department shall assist in the disposal of old culvert/drainage pipes;
(F) Perform inspections and enforcement activities as required to insure compliance with this subchapter and any related Departmental policies;
(G) Require installation of driveway culverts and/or other drainage pipes for properties where none currently exist; and
(H) Establish Departmental rules, policies, and regulations subject to the approval of the Town Council.
